a six step concept to enable durable growth:
- step 1: participating nations request from certification agents the creation of one new mandatory KPI on all goods and services certificates, the "Induced Pollution Index" or IPI
- step 2: participating nations create their
individual IPI tax tariff for goods and services. they set their
exception lists as per specific national needs and priorities. a
simple tariff is recommended, with a maximum of 5-7 categories.
one category at least should be of near zero or even
negative
tariff value
so it can be used to subsidise local non pollution inducing
activities
- step 3: producers of good/ services willing to sell into participating nations will certify their good/ services so to assess the IPI value of their good/ services, and to allow import in the participating nations
- step 4: the IPI tax applied on the good/
services' selling price will be the corresponding IPI tax tariff
for that good/ service's IPI value
- step 5: nations can regulate the state's income through modifying the categories and their taxation levels
- step 6: nations monitor the producers, the local markets and the certification agents for compliance to the IPI end to end
the Induced Pollution Index (IPI) is designed to be the objective measuring rod enabling fair and free trade, fair to the producers and investors, but serving the consumers, employees and state while still allowing free trade. The IPI allows to forster the forces of free markets and have them work sustainably by design.
we choose to ground the IPI concept in a text that could be shared and amended by the readers at will for the purpose of generating a debate and allowing the idea to evolve into the result of a collaborative process.
we selected the Universal Declaration of Human Rights as fundament and host vehicle to the IPI concept and have rewritten it to carry the idea expressed therein. we have named the modified text the Universal Environmental Bill of Rights or UEBR

Proposed Definition: The Induced Pollution Index (IPI) expresses relative induced pollution of a good or service from conception through usage up to end of life compared to a environmentally neutral good or service for which index value would be equal to 100.
